Doomsaying aside, the data that can be pulled from the article makes it appear that the Sockeye run would normally just be starting now.
This kind of proves why I was questioning what does "a time when" actually means.
The main run is expected to start Next week. Not now nor last week....
The fish are getting through.

"According to an update from the Pacific Salmon Commission on Friday, more than 500 sockeye have been spotted upstream of the slide — less than one-fifth of the approximately 2,664 sockeye researchers expected to arrive under normal migration conditions at this point in the run.
Researchers expect about 117,000 sockeye to attempt the run to Chilko Lake this summer.
Grout says the scale of the landslide's effect on salmon will become clearer next week when most of the sockeye are expected to make their way upstream.

That is correct.
The Chilcotin sockeye run usually doesn't hit that area in large numbers for a little while yet.
Just goes to show you one should not rely solely on media reports for correct information.
There is indeed some room for hope.

Another river blockage occurred on the 16th....
Flushed out within a day.
Fish numbers have been strong from Sept 7 onward, from 4-8 thousands a day....
